Govt: Not easy for Indonesia to gain funding approval from GCF

JAKARTA (FORESTHINTS.NEWS) - Indonesian Finance Minister Sri Mulyani Indrawati has congratulated her colleague, Environment and Forestry Minister Siti Nurbaya, for her outstanding achievement in gaining approval (Aug 19) for a funding proposal from the Green Climate Fund (GCF) worth USD103.8 million.

This approval further proves Indonesia's independently-verified success in the reduced emissions from deforestation and forest degradation scheme (REDD+) from 2014-2016 through a results-based payment (RBP) mechanism.

“This is an extraordinary achievement for Minister Nurbaya and her ministry team because it has been a long and difficult process. Having been at the World Bank, I know this process is not easy,” Minister Mulyani enthused during a joint virtual press conference with Minister Nurbaya (Aug 27).

“This funding approval is the result of a proposal submitted by the Government of Indonesia, through the Environment and Forestry Ministry, which outlined the results of Indonesia's REDD+ performance for the 2014-2016 period which saw a reduction in volume of around 20.3 million tons of carbon dioxide equivalent (tCO2eq),” she explained.

Previously, Indonesia also succeeded in obtaining an RBP of USD56 million for its REDD+ performance in 2016-2017 based on a Letter of Intent with Norway, whose readiness to pay this amount was officially announced by Norwegian Minister of Climate and Environment Sveinung Rotevatn, as reported by FORESTHINT.NEWS (Jul 4). 

“The funding to be received by Indonesia from REDD+ through the RBP mechanism can help the Indonesian state budget to meet climate change funding needs,” said Minister Mulyani.

The graphs below show the consistent decline in deforestation during President Jokowi's administration which has overseen Indonesia obtain RBP from Norway as well as funding approval for another RBP from GCF based on its 2014-2016 REDD+ performance.



Not just commitments

Minister Mulyani praised the leadership of Minister Nurbaya who has successfully shown the world that Indonesia is not only committed to climate change, but has delivered concrete achievements in the form of a RBP for REDD+ in 2014-2016.  

“We are happy that Minister Nurbaya and her ministry team have managed to get recognition of USD103.8 million, which is even bigger than Brazil's Amazon proposal (worth USD96.5 million)” she added.

“In fact, this is not Indonesia's claim. Instead, an independent team has verified and acknowledged Indonesia's success in terms of reduced deforestation and forest degradation during the period in question,” Minister Mulyani pointed out.  

According to the finance minister, while Indonesia still has a lot of homework, Minister Nurbaya and her ministry team have already completed some of the necessary homework and we must continue to finish the rest of it together. 

In the closing session, Minister Mulyani expressed her hope that this extraordinary achievement will raise public confidence about the current administration's seriousness in implementing its commitments to forest protection. 

“Indonesia has accomplished extraordinary success under the leadership of Minister Nurbaya. I know exactly how effective her leadership is. I am very proud of Minister Nurbaya, even more so as a woman. And Indonesia can also be proud of this,” Minister Mulyani said.

Consistent deforestation reductions

In the joint press conference, Minister Nurbaya emphasized, among other things, that President Joko Widodo's administration continues to undertake various efforts every year to ensure a consistent reduction in deforestation.

"We need to remain successful in consistently lowering the rate of deforestation," she said while explaining the measures already taken, and those that will be taken, to achieve this goal.

She also reaffirmed that all the ongoing moves intended to create a consistent decline in deforestation, as well as the associated programs pursued to achieve this target, derive from the directives of President Joko Widodo.

Minister Nurbaya expressed her deep gratitude to Minister Mulyani for consistently providing support, in the form of fiscal incentives, for efforts aimed at a sustainable forestry sector and climate change mitigation.
