JAKARTA (FORESTHINTS.NEWS) - An environment and forestry ministerial decree regarding Indonesia's Forestry and Other Land Use (FOLU) NET SINK 2030 has been enacted (Feb 24). The legal basis of this decree is the landmark presidential regulation on the arrangements of the country's economic value of carbon, which was signed by President Joko “Jokowi” Widodo in late October last year in the run-up to the G20 and COP26 events.
"Just months after COP26, Indonesia now has an implementing decree to execute its FOLU NET SINK 2030, which in parallel also ensures that we are heading towards net zero deforestation in 2030," enthused Indonesian Environment and Forestry Minister Siti Nurbaya (Mar 11) before departing for the new Indonesian capital site to carry out some field work.
"FOLU NET SINK 2030 also serves as a further legally-binding commitment from Indonesia, in alignment with the pledge made by President Jokowi and other world leaders at COP26," she reaffirmed.
Minister Nurbaya reiterated President's Jokowi order that "Indonesia should not wait for the pledge of USD100 billion a year from developed countries to developing countries such as Indonesia which was promised more than a decade ago and has yet to be delivered. Instead, Indonesia must continue to move forward with our own legal climate targets based on our own resources.”
"FOLU NET SINK 2030, the legal boundaries of which are in complete accordance with the landmark presidential regulation, represents a further step forward by Indonesia. I signed this FOLU NET SINK 2030 ministerial decree amid ongoing uncertainties about the USD100 billion a year promise from developed countries," the minister added.
“The Indonesian state budget is certainly a major source of the climate funds needed to ensure that the FOLU NET SINK 2030 achieves its climate targets,” the minister said, in line with the contents of the ministerial decree she signed.
She also emphasized that Indonesia remains vigilant in making sure that sustainable and innovative climate financing mechanisms continue to be used and expanded as widely as possible, including through affordable public-private partnership schemes, some of which play a role in efforts to further achieve more stable climate funding in the longer term.
Minister Nurbaya pointed out that FOLU NET SINK 2030 is part of Indonesia’s climate efforts aimed at meeting the nation's NDC target, and that the implementation of FOLU NET SINK 2030 is based on the principles of sustainable forest management as well as environmental and carbon governance.
Operational plan
The ministerial decree contains two attachments - the FOLU NET SINK 2021-2030 operational plan alongside the team organizational structure and division of tasks in implementing FOLU NET SINK 2030.
The FOLU NET SINK 2030 operational plan also includes spatial data and maps, which are an integral part of the ministerial decree.
Minister Nurbaya underlined some of the key targets of Indonesia's FOLU NET SINK 2030. "The first target stays focused on efforts to ensure reduced deforestation and forest degradation," she said.
The minister went on to highlight the importance of sustainable forest management, social forestry and land rehabilitation, peat restoration, mangrove conservation and rehabilitation, and biodiversity and ecosystem preservation. This includes flagship species protection, as recently reported by FORESTHINTS.NEWS (Mar 10).
With regard to issues of governance, she said, "Improved and strengthened governance practices in the implementation of the FOLU NET SINK 2030 operational plan will continue to be put forward based on targeted priorities.”
Minister Nurbaya re-emphasized that “we are all together, collaborating with local governments, communities, business entities, committed donor groups and relevant CSOs. We need to ensure that the implementation of the FOLU NET SINK 2030 operational plan involves productive collaboration efforts by all concerned stakeholders."
