JAKARTA (FORESTHINTS.NEWS) - Indonesia recently marked a pivotal moment in its commitment to combat climate change as President Joko Widodo officially opened the national carbon exchange at the Indonesia Stock Exchange (Sep 26). This development came as a response to the surging public interest in carbon trading.
In a complementary move, Indonesia’s Minister of Environment and Forestry (LHK) Siti Nurbaya inaugurated the "Rumah Kolaborasi dan Konsultasi Iklim dan Karbon" (Climate and Carbon Collaboration and Consultation House, or RK2IK) at the Manggala Wanabhakti Building in Jakarta (Oct 24).
This initiative has the primary objective of bolstering Indonesia's efforts in achieving its Nationally Determined Contribution (NDC) targets. RK2IK is designed not only to offer consultation services for the Carbon Economic Value (CEV) but also to facilitate all activities related to NDC implementation.
Minister Nurbaya expressed her optimism regarding the influence of CEV and NDC implementation. In her address, she emphasized that RK2IK for the implementation of NDC and CEV is expected to enhance the integrity of the carbon market, leading to positive impacts on Indonesia's climate change mitigation efforts.
"The application of Carbon Economic Value is expected to serve as a mechanism that makes climate change mitigation and adaptation actions more effective, efficient, inclusive, transparent, accountable, and equitable,” the Minister pointed out.
“Despite its potential, the implementation of CEV in Indonesia faces a few challenges, including the need for comprehensive collaboration, derivative regulations, and a more detailed implementation roadmap,” she added.
Minister Nurbaya stressed the importance of overcoming these challenges, "To address these issues, there is a need to establish an institution that provides services for all NDC and CEV implementation activities, serving as a hub for climate and carbon collaboration and consultation."
The inauguration event featured additional significant initiatives, including the launch of the Emission Reduction Certification (Sertifikasi Penurunan Emisi or SPE) Crediting Scheme for Indonesian Greenhouse Gas Reductions.
SPE serves as evidence of emission reductions achieved by businesses and activities, subject to Measurement, Reporting, and Verification (MRV), and recorded in the National Registry System (Sistem Registri Nasional or SRN) for Climate Change Control. This information is publicly accessible at https://srn.menlhk.go.id.
The credibility of the verification and validation of greenhouse gas emission reductions in Indonesia was demonstrated through the presentation of selected Greenhouse Gas Verification/Validation Institution certificates by the National Standardization Agency/National Accreditation Committee (BSN/KAN) of Indonesia (BSN/KAN) to independent institutions.
RK2IK offers services in four areas: NDC Climate Change Mitigation, CEV (Carbon Economic Value), SRN PPI (Climate Change Control National Registry System), and NDC Adaptation.
To engage with RK2IK, the public is encouraged to visit the website https://karbon.ditjenppi.org, which provides extensive information on NDC and CEV, as well as answers to frequently asked questions. If questions remain unanswered, online consultations are available through the website.
Moreover, the public can schedule in-person consultations at the Climate and Carbon Collaboration House, situated on the 2nd floor of the Manggala Wanabhakti Building, Jakarta.
Minister Siti Nurbaya was enthusiastic about the potential of RK2IK, "Let us make the Climate and Carbon Collaboration and Consultation House the starting point to strengthen climate change mitigation actions in Indonesia."
The inauguration of RK2IK marks a significant further step in Indonesia's commitment to climate change mitigation, symbolized by the Ministry of Environment and Forestry's ProKlim program (Program Kampung Iklim or Climate Village Program). During the event, Minister Nurbaya also announced the transformation of ProKlim into a community-based program.
ProKlim, previously known for recognizing active community participation in integrated climate change mitigation and adaptation efforts to support national greenhouse gas emissions reduction targets and community resilience, is now evolving into a community climate program. This transformation is intended to encourage various stakeholders to take action at the grassroots level, covering a wide range of community-driven activities.
The Minister noted, "Awareness of the importance of adaptation and mitigation efforts at the grassroots level through ProKlim is evident in the increased number of ProKlim locations registered in the National Registry System in 2023, with 2,490 locations spread across 36 provinces in 347 districts/cities."
Minister Nurbaya further mentioned that the number of registered locations had increased by 128% compared to 2021 when there were only 1,092 locations. There was also an increase in the number of participating provinces and districts/cities, with 33 provinces and 268 districts/cities having been involved in 2022. Meanwhile, there was also a rise in participating institutions/businesses, from 11 in 2022 to 23 in 2023.
As exemplified by the ProKlim program, Indonesia's commitment to global climate change control, particularly the role of Non-Party Stakeholders (NPS), aligns with the Glasgow Climate Pact and is reinforced in the Sharm El-Sheik Implementation Plan which came out of COP27.
The plan emphasizes "the importance of pursuing an approach to education that promotes a shift in lifestyles while fostering patterns of development and sustainability based on care, community, and cooperation."
The 2023 ProKlim Awards recognize outstanding contributions in various categories, including 26 ProKlim Lestari (Sustainable ProKlim) locations, 55 ProKlim Utama (Major ProKlim) trophy, certificate, and incentive recipients, 442 locations receiving ProKlim Utama Certificates, 10 provincial-level Pembinaan ProKlim (ProKlim Guidance) Awards, 55 city/district-level Pembinaan ProKlim (ProKlim Guidance) Awards, and 23 institutions/businesses receiving Pendukung ProKlim (ProKlim Support) Awards.
