JAKARTA (FORESTHINTS.NEWS) - Since July 2015, Joko Widodo’s administration has provided legal protection to high conservation value forests (HCVF) located in palm oil plantation concession areas. This major step on the part of the government has been enthusiastically welcomed by IPOP Management.
“We are proactively following up on this government policy by working together with IPOP signatories. This demonstrates just how enthusiastic we are about the policy,” Nurdiana Darus, Executive Director of IPOP Management, told FORESTHINTS.NEWS on Monday (Jan 25) in Jakarta.
She explained that in addition to building a database system for HCVF areas – including high carbon stock (HCS) areas identified in the palm oil concessions of IPOP signatories – IPOP Management also plans to carry out monitoring and evaluations.
“We aim to test the effectiveness of the system in the field. In fact, we have already started to do this in a number of priority provinces such as Central Kalimantan, South Sumatra and Riau,” Nurdiana said.
She went on to say that IPOP Management continues to consult with the Ministry of Agrarian and Spatial Planning/National Land Agency to get more detailed explanations on the procedures and conditions necessary for HCVF/HCS areas located in oil palm concessions owned by IPOP signatories to be legally registered for obtaining legal protection from the government.
“We really hope that these procedures and conditions for registering HCVF/HCS areas are released soon,” she urged.
This significant policy move made by the Indonesian government was initiated when the Minister of Environment and Forestry sent a letter in early June 2015 to the Minister of Agrarian and Spatial Planning/National Land Agency requesting that local governments be instructed not to issue new permits to any third party for HCVF areas located in oil palm plantation concessions and that these HCVF areas receive proper legal protection. In light of this appeal, in early July 2015, the Minister of Agrarian and Spatial Planning issued a circular fulfilling the request of the Minister of Environment and Forestry.
“Our minister has taken this step as a way of supporting the corporate sector in its efforts to protect HCVF areas situated in its palm oil concessions. The minister hopes that the corporate sector is able to benefit from the legal protection provided to these HCVF areas,” a spokeperson from the Ministry of Environment and Forestry commented to FORESTHINTS.NEWS on Tuesday (Jan 26) in Jakarta.
